ro I respectfully request the Grand Jury Investigate the adequacy of the San Luis Obispo County Nu'c1 car Power Plant Emergency. Response Plan.
-The Pismo Beach City Council, representing one of the cities most likely to suffer from a nucler accident at Diablo, has not even received a complete copy for review. On December 16, 1981 the Council voted unanimously to find the plan submitted to us to be an inadequate plan. 7 All legally required hearings on the plan have.not been held, yet on January 1, 1982 Supervisor Mankins publicly stated "The county will adopt a nuclear energy response plan in early 1982.".
The partial plan that has been available for public comment-does not assure public safety and should not be approved. I believe Mankin's statement indicates collusion to approve an inadequate plan to facilitate the operation of an inherently unsafe nuclear power plant.
The Diablo Nuclear Power Plant is notorious for it's design. errors, defective welds and construction on the virtual edge of and carth-quake fault. I believe any official who would allow the' operation of that plant as built, would be guilty offeriminal disregard for public safety.
It is the responsibility of all officials to protect the citizens of this county, not to assure profits for PC&E. No emergency plan should be approved that does not assure public safety.
