Dear Mr. Cashman:

This is in reply to your letter to the New York State Atomic and Space Development Authority, dated November 6. '.981, in which you requested confirmation that the information in our letter dated February 10, 1975, which transmitted Inspection Report No. 70-1156/75-01 concerning the former New York State Atomic and Space Development Authority located in West Valley, New York, applies to the storage casks located in the facility.

A review of the New York State Atomic and Space Development Authority "Close Out Survey Report", transmitted to the AEC by letter dated December 11, 1974, revealed that only 38 of the 326 storage casks were contaminated, on the inside and/or outside, with radioactive material in excess of the minimum detectable activity. The maximum removable contamination identified inside the casks was 12 dpm/100 cm2 alpha, except for cask No. D-0311 (28 dpm /100 cm2), and 81 dpm/100 cm2 beta gamma.

The maximum removable contamination identified on the external surfaces of the casks was 2.5 dpm/100 cm2 alpha and 31.0 dpm/100 cm2 beta gamma.

Current NRC criteria, contained in " Guidelines for Decontamination of Factilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source or Special Nuclear Material", dated November 1976, for transuranic elements (copy enclosed), include the following acceptable alpha surface contamination levels: 100 dpm/100 cm2 average; 300 dpm/100 cm2 maximum; and, 20 dpm/100 cm2 removable.

Surface contamination resulting from beta gamma emitters should not exceed 0.2 mrad /hr at I cm. average and 1.0 mrad /hr at 1 cm. maximum. On the basis of the above, Cask No. D-0311 would have to be decontaminated further prior to release for unrestricted use or disposal.

In addition, confirmatory contamination surveys will have to be conducted on Casks D-0032, 0-0226, 0-0256, D-0269, 0-0285, and D-0318 to assure that the inside and outside of these casks meet the established criteria, since survey results were not included in the "Close Out Survey Report" for these casks. All other casks may be disposed of as is.
