' NORTHEAST NUCLEAR ENERGY COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO' PROVISIONAL OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued.

Amendment No. 80 to Provisional Operating License No. DPR-21, issued to The Connecticut Light and Power Company, The Hartford Electric Light Company, Western Massachusetts Electric Company, and Northeast Nuclear Energy Company (the licensees), which revised the Technical Specifications for operation of the Millstone Nuclear Power Station, Unit 1 (the facility), located in the Town of Waterford, Connecticut.
The amendment is effective within 30 1
days of its date of issuance.
The atiiendment establishes a new scale for a vessel level setpoir.t that is consistent with the installation of a common reference level required by TII Action Item II.K.3.27 in NUREG-0737.
The application for~the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules a'nd regulations.
The Co'mmission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not, involve a significant hazards consideration.
