Dear Administrative Judges:
Enclosed are the corrections and changes to the first two NRC panels which will be presented beginning January 19, 1982; specifically, "NRC Staff Testimony of William G. Hubacek, Robert G. Taylor and H. Shannon Phillips, relative to the History of Construction Activity Leading Up to the Show Cause Order of April 30, 1980" and "NRC Staff Testimony of Robert E.
Shewmaker, H. Shannon Phillips, and D. W. Hayes, Relative to I & E Report 79-19 and the Show Cause Order of April 30, 1980".
It is anticipated these changes and corrections will be moved into evidence together with the original testimony which was prefiled on April 23, 1981.
Within the next several days the Staff will update the prefiled testimony of William A. Crossman, el d., relative to the NRC inspection and enforcement activity following the show cause order of April 30, 1980, including I & E Reports issued through December, 1981.
As outlined in the Board's Order of December 16, 1981, this panel will immediately follow the first two NRC i
panels. However, in order to preserve the order of proof which has been established, the Staff proposes all questions to the NRC relative to I & E Report 81-28 and newly admitted contentions 1.8(a)-(d) be postponed until all other parties submit evidence on these contentions.
