KENNETH P. BASKIN, being first duly sworn, hereby attests and deposes as follows:
1.
My background, experience, education and responsibilities with Southern California Edison Company
(" Applicant") are set forth in i le " Affidavit Of Kenneth P.
Baskin In Support Of Application For Exemption From Deadline T201110213 810104 PDR ADOCK 05000206 0
PDR 4
.=

To Install Certain Fire Safety Measures" executed on November 5, 1981 and filed with the Nuclear Regulatory Commission on November 9, 1981.
2.
On November 9, 1981, Applicant filed an Application For Exemption From Deadline To Install Certain Fire Safety Measures, pursuant to 10 C.F.R. 550.12 (the
" Application").
The Application requested an extension, to December 17, 1981, of the deadline to install certain permanent emergency lighting equipment at Applicant's San Onofre Nuclear Generating Station, Unit 1
(" SONGS 1").
The requested exemption was necessary due to delays in installation caused by the unforeseen diversion of engineering and construction resources to other tasks.
3.
The lighting system that was the subject of the Application has now been installed and approximately 80 battery-powered emergency lighting units are now operational at SONGS 1.
However, contrary to supplier specifications, tests of the installed equipment indicate that the battery supplies for the lighting units can only provide power for approximately 5-6 hours, instead of the 8 hours9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
required by 10 C.F.R.
S50.48, Appendix R, Item III.J.
Modifications are now being made to the emergency lighting units to increase their continuous duty capability to 8 hours9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
.
However, it is anticipated that these modifications will require an additional month beyond the December 17th deadline requested in the Application before full 8-hour performance can be i

r i
assured.
Accordingly, Applicants hereby supplement the Application to request that the deadline for installation of 8-hour emergency lighting be extended to January 17, 1982.
4.
As discussed in the Application, extensive fire safety measures instituted at SONGS 1 assure that the extension requested in the Application will not endanger life or property or the common defense and security, and is otherwise in the public interest.
As discussed above, the implementation of emergency lighting at SONGS 1 is proceeding rapidly, and a 5-6 hour supply is now operational.
An additional month, to permit correction of the technical problems with the emergency lighting equipment, is in the public interest since it will allow an increase in the continuous duty capability of the emergency lighting units,.
while permitting continued operation of SONGS 1.
5.
Additional time is necessary to install emer-gency lighting at SONGS 1.
It is expected that installation can be completed by January 17, 1982.
