My main concern is the idea that PG&E had missed dea ~' I N sign flaws.that effect earthquake safety supports for pipes in one of the reactor: cooling systems, es-pecially when a fault exists three miles off shore from the plant.
I am also concerned of PG&E's fail-ure to brace the plant sufficiently to substain a sudden quake.
Please reply to this letter by sending infor=ation of specific flaws found by your agency, and what your intentions are in correcting these flaws.
In addition, let me know if you plan to penal-ize PG&E for their actions, and if so, hot? you plan to penalize them.
Lastly, let me know what sort of guarentees you can insist upon as a condition for the plants operation.
This would be greatly appreciated.

Just as we learned a great deal from our reviews of Auburn Dam and Warm Springs" Jam, we also hope to.use the Diablo Canyon experience as another excellent opportunity to advance our understanding of independent review, as well as of ways to =ake it work more effectively.
It was in that spirit that the earlier letter of inquiry wam sent, over the name of my immediate predecessor, Chairman Ge3rge G. Mad 3r, whom I succeeded on November 12, 1981.
We request that you help us in this endeavor by (1) responding to the earlier Comission inquiry, and (2) giving us the benefit of any other thoughts you may have with respect to ways of furthering our objectives.

Dear Pr. Palladino:
As a lifetime resident of the state of Califonnia, I have watched the progress of the Diablo Canyon nuclear power plant with great interest and concern.
I lived and worked in San T_uis Obispo for a year and a half, during which time I became much more infoamed about the issues, both factual and emotional, surrounding the controversial construction of the plant.
While I was dismayed to hear that the plant was granted a low power testing license earlier this fall, I have been somewhat appeased by the fact that your organization suspended this license upon discovering construction flaws prior to fuel loading.
Due to its dangerous nature, the nuclear industry needs safe-guards that must necessarthy be more stringent than those surrounding other means of power production.
The function of the Nuclear Regu-latory Commission is to establish and monitor these safeguards.
As the recent developments at Diablo Canyon indicate, the monitorina process is of critical importance to the efficacy cf the regulatory system.
I personally do not feel that Diablo Canyon should be granted a license to.pperate.
The plant was sited dangerously close to an earthquake fault.
Under present day guidelines, it is doubtful that l
PGMI would be granted a construction permit at the Diablo Canyon site today.
Furthermore, California's energy _use has dropped well i
below what was projected back in the late sixties.
We have the means within the state to produce sufficient energy supplies without relying on the Diablo Canyon nuclear power plant.
In any event, the plant has been constructed, and PG&E is at-tempting to get it operating as soon as possible in order to obtain the economic benefits of operation.
While I laud your initial sus-pension of the plant's low power license. I am writing to urge you to scrutinize every sapect of the plant before any low power testing is allowed.
As I stated earlier, the regulatory process is of no use whatsoever if the actual monitoring of the physical plant is performed haphazardly.
