SUBJECT:

DEFINITION OF TERM "0PERABLE" By letter dated April 10, 1980, the NRC staff forwarded guidance regarding definition of the term "0PERABLE" and requested that you modify the Technical Specifications for the Haddam Neck Plant to incorporate the specific guidance contained in the model technical specifications attached to the April 10 letter.

Subsequent to this, in a letter dated April 21, 1981, we determined that these changes should be incorporated in the technical specifications during the integrated assessment of the Systematic Evaluation Program (SEP),

subject to staff assurance that the guidance in the April 10, 1980 letter would be followed. Specifically, we required information regarding how procedures have been modified and operators trained in order to assure plant protection under the various possible combinations of equipment failures.

Staff review of your letter, dated May 12, 1931, which was your response to our request, and your current Technical Specifications indicate that you have met the guidance of our April 10, 1980 letter and, therefore, deferral of the change in the technical specifications until the end of SEP is acceptable.
