fly name is Dino Scaletti.

I am a Project fianager in the Division of Licensing, Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission.

In this capacity, I have served as Project fianager for the proposed Pilgrim Nuclear Generating Station, Unit 2 facility.

I have previously testified in this proceeding and my professional qualifications ere part of the record (following Jr. 7605).

I have reviewed the Applicants' Response to Board Order of December 10, 1981, which identifies those activities which were i

undertaken at the Pilgrim Unit 2 site, as follows:

1.

Erection of a meteorological tower which will continue to be utilized to support dose projections associated with the Pilgrin-1 B1ergency Plan; 2.

Installation of pipes less than six inches in diameter in I

the ground to act as ground water observation wells as required by fiassachusetts Deoardnent of Environmental Quality Engineering Permit; 3.

Construction of earthworks to form a holding pond as required by the EPA NPDES permit.

I am personally familiar with each of these activities and have reviewed them to determine whether the Applicants should undertake action 8201070189 y h i PDR ADOCK PDR G

to restore the Pilgrim Unit 2 portion of the site with respect to impacts attributable to each, For the following reasons, I conclude that no present restoratioc is warranted.

4.

With respect to Item 1, the neteorological tower, this structure will continue to have utility in connection with the Pilgrim linit 1 Emergency Plan and, therefore, should not be removed.

5.

With respect to Item 2, the piping installed for purposes of q

monitoring groundwater, and Item 3, the earthworks which torm a holdino pond, it is my conclusion that each is insignificant in terms of causing continuing environmental impacts and will not affect the use to which those portions' of the site on which they are located, would otherwise be put.

6.

Since these three items are located on a site which will cchtinue to be used for an operating nuclear power plant and do not otherwise affect site use, there is no need to now redress these items.

7.

It is my opinion that any restorative measures which are necessary with respect to the above items are best lef t until consideration is given to decommissioning of Pilgrim Unit 1 at which time restoration of the entire site will be resolved.
