4 4 to Appendix A of the Operating License.

Proposed Change:

Replace Pages 49, 49a, and 60 using the attached pages. These pages provide Limiting Conditions for Operation and Surveillance Requirements to reflect the installation of a high range noble gas ef fluent monitor.

Reason for Change :

The installation of a high range noble gas of fluent monitor will provide increased capability for continuous monitoring of liigh-level, post-accident releases of radioactive noble gases f rom the plant. This installation will fulfill commitments made by Vemont Yankee in References (c) and (d) in response to Reference (b).

Basi s f or Cha nge :

The intent of this change is to provide a standard for the availability of the high range noble gas monitoring system.

Safety Considerations:

The objective of the high range noble gas monitoring system is :o provide an accurate determination of the quantity of radioactive gases released through the plant stack under post-accident conditions. Analyses have been performed to quantify the amount of gas released based on the concer*. ration and length af the discharge.

FailEre of this system will not in any way affect -the normal-operation of the reactor,_nor will it affect the operation of the presently installed noble gas ef fluent monitoring system.

For the reasons discussed _ above, it has been ' determined that the probability of previous evaluated accidents is _not increased by .this change, the possibility of a different type of accident is not created, nor are the margins of . safety ;as defined ,in. the basis of the Technical Specifications '

reduc'ed by this proposed change. Therefore, this change does not constitute 7

an unreviewed safety question as defined in 10CFR50.59(a)(2).

This ' submittal has been reviewed by the Vermont Yankee Nuclear Safety Audit and-Review Committee.

Fee Determination:

This proposed change requires an approval that involves a single safety issue

-and 1s-deemed not to involve a significant hazards consideration. For these-reasons, Vermont Yankee Nuclear Power Corporation proposes this as a Class III Amendment. A' payment of $4,000.00 is enelosed.

Schedule of Change:

The modification reflected by this change will be installed ' prior to January 1, 1982. This _ proposed change will be implemented as soon as practical.- -

following receipt of NRC approval.
