SUBJECT:

Diablo Canyon - Dates for Corrective Action Completion Reference is made to my November 17, 1981, memorandum to you in which I forwarded the Federal Emergency Management Agency (FEMA), Region IX Interim Evaluation and Status Report on State and local emergency preparedness around the Diablo Canyon Nuclear Power Plant. Where corrective actions are not required, the pertinent planning standard is deemed by Region IX to be adequately met.

Region IX has furnished the implementation schedule for the 12 standards needing corrective action.

I have attached the schedule to this memorandum, together with the Region IX Acting Regional Director's December 15, 1981, transmittal to the FEMA Associate Director, State and Local Programs and Support.

FEMA has reviewed the proposed corrective actions for offsite emergency preparedness. The agency is of the view that they do not represent matters which should in any way preclude the Atomic Safety and Licensing Board from making a finding of reasonable assurance of adequate offsite preparedness capability at this time.

They are primarily ~ administrative in nature; FEMA and the Nuclear Regulatory Commission staff have adequate means to insure their completion prior to full power operation.

Region IX will inform FEMA Headquarters at such time as these corrective actions have been completed.
