JOSEPH M. FARLEY NUCLEAR PLANT UNITS 1 AND 2 We have reviewed your response to our Generic Letter 81-04 relating to the subject. Our review was to confirm that such procedures and training either currently exist or will be implemented on an acceptable schedule. We advised you by letter dated August 25, 1 981 of our concerns relating to the urgency.

On September 16, 1981, you responded with your commitment to implement emergency procedures and training for station blackout within 60 days after receipt of guidelines from the Westinghouse Owner's Group. At that time guidelines were expected by September 22, 1981. However, during discussions between the NRC Project Manager and members of your staff on December 10, 1981, we were advised of the following:

Westinghouse Owner's Group guidelines were received by Alabama Power Company on December '.8',.1981.

2.

The same guidelines were provided to the NRC staff by letter from Westinghouse (0G-64 November 30, 1981).

3.

Your best effort is being made to implement procedural changes and I

additional training for station blackout at Farley Site by January 30, 1982.
