BIG ROCK POINT PLANT - SEP TOPIC III-8.C - IRRADIATION DAMAGE, USE OF SENSITIZED STAINLESS STEEL AND FATIGUE RESISTANCE By letter dated February 5, 1980, the NRC transmitted for comment its evalua-tion of SEP Topic III-8.C for the Big Rock Point Plant. Consumers Power Company has completed a review of this evaluation, and offers the following comments for your consideration:

- 1.. Leakage was observed from Control Rod Drive F-2 during the pre startup hydrostatic test conducted in April of 1979. The leak path was deter-mined to be between the CRD Housing and the Reactor Vessel Wall. Poor welding techniques during construction was cited as the cause of failure. Stress corrosion was not thought to be a factor. As the leakage was minimal and contained, and the operation of the Control Rod Drive Mechanism was not affected, the health and safety of the public was not endangered.
2.
The Inservice Inspection Program is being conducted to the requirements of Section XI, 1977 Edition, including Summer 1978 as mandated by Title 10 of the Code of Federal Regulations Part 50.

. December 29, 1981 General During the period of the diffuser repair in 1979 a remote visual examination of selected areas of the Reactor Vessel Interior was completed.
No. indications of stress corrosion cracking were noted.
