I am writing concerning the Diablo Canyon' nuclear power plant and the investigations and reports ~done.before and since your, November 19 order.

Specifically, I am concerned that a draft report by Dr. Cloud was submitted for comment to Pacific Gas and Electric Company in the face of assurances to us that these reports would not be reviewed by PGGE before going to the NRC.

I am also concerned that the NRC'did not attempt to determine the nature and extent of PG6E's comments on the October draft, which your staff obtained on or about December 1, until receiving Congressman Pane'tta's letter of December 10.

This delayed analysis by the NRC indicates to us a lower priority than this hi 0

Nevertheless, the manner in which this matter has been handled by Cloud, PGGE and the NRC does not E

t I believe it is essential that the NRC take all steps to obtain from Cloud Associates and PG6E records of formal or informal communications (including memoranda, letters, notes of telephone conversations, etc.) pertaining to the October draft preliminary report.

It is also important that you determine the whereabouts R

of Copy # 2 of the October draft.

In order to demonstrate that F

NRC staff is, in fact, pursuing this matter in a diligent manner, E

requests for the above information should be made in writing.

Please. send me copies of all such requests that have been made 5

to date or might be made in the future.
