Power Station Unit Nos. 2 and 3 respectively, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended by adding certain sections as indicated by a vertical bar in the margin of attached pages 36 and 36a.

The proposed specifications provide operational and surveillance requirements for the Reactor Protection System (RPS)

power supply protective trip devices described in an October 30, 1981 letter, S.

L. Daltroff, Philadelphia Electric Company, to J.

P. Stolz, NRC, and incorporated herein by reference.

These specifications would becomo ef fective following installation of the protective trip devices.

Implementation of this modification is contingent upon NRC staff approval of the proposed design identified in the referenced letter.

Pursuant to 10 CPR 170.22, " Schedule of Poes for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class III Amendment for Unit 2, and a Class I Amendment for Unit 3, since the proposed changes are deemed not to involve a significant hazards consideration.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do j

not involve an unreviewed safety question or a significant hazard i

consideration; and will not endanger the health and safety of the public.
