Introduction Diesel generators, which provide emergency standby peser for safe reacter shutdown in the event of total less of offsite power, have experienced a significant ng:ber of failures.

The failures to date hase been attributed to a variety cf causes, in:luding failure of the air startup, fuel cil',

and :tbustion air systems.

Review Criteria The review criteria are presented for Se::icn S.3.1 in Table 5-1 of the Standard Review Plan.

2-IV. Review Guidelines The review guidelines are presented in Section 8.3.1 of the Standard Review Plan.

V.

Evaluation The concern with regard to annunciators was pursued as a generic issue.

The staff safety evaluation for Lacrosse concluded that in order to pro-vide the operator with accurate, complete and timely information per-tinent to the status of the diesel generators, as required by IEEE Std.

i 279-1971, the following corrective actions are required:

P ovide information concerning possible nonalarmed conditions which might render the D/G's incapable of autoaatic start.

Licensee was requested by NRC letter dated April 4,1978 to deter-

mine if the D/G's are provided with a manual shutdown lockout relay.

By a letter dated July 22,1977, 'the licensee agreed to make suitable modifications to the arinunciators. There are no manual shutdown lock-4

out relays.

51so, cs a result of the work done by the Unisersity of Dayton, a gen-eric program for implementing most of the recommencations for reliabil-ity enhancement that are contained in the University of Dayton report is being conducted by NRC. This latter program will also determine the adequacy of the diesel generator testing program on a case-by-case basis and enforce any necessary changes.

The question of fuel oil quality was addressed on a generic basis in January 1980, by letters to all licensees. The letters required that l

licensees include fuel oil in their Quality Assurance program. The Quality Assurance program is addressed in Topic XVII. Until completion of Tcpic XVII, the periodic testing of the diesels is considered to be an adequate interim method for assuring acceptable quality in the fuel oil stored on site.

Beyond these efforts, EG&G Report 0701F, " Diesel Generators" presents a l

technical evaluation of the diesel generator protective interlocks and load capability at Lacrosse against present licensing criteria. The re-port notes that the diesel-generator protectiye trips are in agreenent with current NRC guidelines.

l VI. Conclusion The diesel generator protective interlocks are in conformance with the Branch Technical Position ICSB-17 (PSB).
