SU9%RY OF HOVEMBER 20,1981 MEET 1tC REGARDitE OPERATItG LICENSE REVIEW The meeting was held to hear and discuss applicant's proposed response to staff's letter dated October 23, 1981 requesting additional infomation regarding Femi 2 energency response facilities. A list of attendees is enclosed.
Detroit Edison representatives surcarized the status of design and construction of the energency response facilities. The design is completed and construction is started for buildings to house the technical support center and the encreency operations facility. A computer to transmit and process reactor data for the facilities has been ordered. The facilities were described in Amendment 33 to the Final Safety Analysis Report, March 1981.
Detroit Edison representative,,.xpressed surpise that the staff's October 23, 1981 letter referred to a " conceptual design" since the March 1981 subatttal described the final design plans and construction is undcruay. They also questioned the need for the degree of detail in response to staff's letter that would appear to be necessary to answer the questions and denonstrate compliance with the enclosure to staff's letter. The applicant proposed to submit additional infomation only in the nine areas listed in the staff's letter as areas in which there were "najor deficiencies" in the fiarch 1981 sutv11 ttal. This response to staf f's October 23, 1991 letter will be subnitted February 23, 1982.
The staff said that the tem " conceptual design" was used in letters to applicants c
because that was the teminology used in Generic Letter 81-10 that provides the requirenents for energency operations facilities. Staf f said that a satisfactory response to its October 23, 1981 letter would be to provide additional information in the nine areas listed in its letter. Staff also said that submittal of the response by February 23, 1931 is acceptable.

Applicant indicated that the computer clay _ not be operational but that the facilities would be operational using other means of comunication between facilities prior to issuance of the operating license. Staff indicated this schedule for completion of the facilities is sa tisfactory. -
With-regard to the location of the technical support center at a distance further than suggested in staff's guitelines (ifJREG-0696) applicant stated it would justify the present location. _ Staff said that this type of response-is satisfactory.
