1.0 PURPOSE This procedure delineates the requirements and actions necessary for the release of information to the public and news media concerning an emergency condition at the Rancho Seco Nuclear Generating Station which has required the activation of the Rancho Seco Emergency Plan.
2.0 RESPONSIBILITY 2.1 This procedure provides instructions to the Emergency Coordinator regarding the mechanisms for releasing information to the public and news media.
2.2 This procedure provides instructions to the Media Center Coordinator for preparation and release of information to the news media.
2.3 This procedure provides instructions to emergency organization personnel who may be called on to review news releases for technical accuracy.
3.0 INITIATING CONDITIONS O
An emergency condition which requires activation of the Rancho Seco Emergency Plan has been declared by the Emergency Coordinator as defined in procedure AP 501 " Recognition and Classification of Emergency".

4.0 PRECAUTIONS AND LIMITATIONS 4.1 All official District news releases will be issued only after being reviewed for technical accuracy and approved by the Emergency Manager or the Emergency Coordinator.
4.2 Routine news releases which do not involve events which require activation of the Rancho Seco Emergency Plan shall be made in accordance with standard administrative policies of the Rancho Seco Nuclear-Generating Station.
4.3 During an emergency, any news media personnel who arrive at the plant site shall be denied access unless their presence is specifically approved by the Emergency Coordinator.
4.4 The security force shall direct news media personnel to one of the following locations.
4.4.1 In the event of a Notification of an Unusual Event or an Alert, news media personnel will be directed to the Information Center.
4.4.2 In the event of a Site Area Emergency or a General Emergency, o
news media personnel will be directed to the Media Center.
O 4.5 This procedure does not address the requirements and mechanisms for planning and holding of press conferences.
4.6 This procedure does not include guidelines and requirements of providing the public with recommendations for emergency actions or responses.
5.0 INSTRUCTIONS 5.1 Immediate Actions 5.1.1 Upon activation of the Rancho Seco Emergency Plan, the Media Center Coordinator will report to the Emergency Operations Facility (E0F) in the event of a Site Area Emergency or a General Emergency.
In the event of a Notification of_an Unusual Event or an Alert, he will report to the Technical Support Center (TSC).

5.2 Subsequent Actions 5.2.1 The Media Center Coordinator will prepare an initial news release, from Attachment 7.1, " Prepared Statements for the News Mt:dia".
l 5.2.2 Once prepared, the initial news release ( Attachment 7.1) shall be reviewed by the Plant Status and Technical Infomation Coordinator (or other individual as appropriate) for technical accuracy.
5.2.3 The initial news release shall then be approved by the Emergency Manager or the Emergency Coordinator.
5.2.4 The Media Center Coordinator will notify the news media listed in Attachment 7.2, " Media Notification List" and read the initial news release (Attachment 7.1).
5.2.5 If the emergency condition warrants it (i.e., Site Area Emergency or General Emergency) the Media Center Coordinator will activate the Media Center in accordance with procedure AP 563 " Activation of the Media Center".
5.2.6 The Media Center Coordinator shall prepare and issue updated g
news releases periodically during the time that the Rancho Seco Emergency Plan is in effect. All subsequent news releases will be prepared on the form in Attachment 7.3, "Public Information News Release Form".
5.2.7 Once the Media Center has been properly activated, the Media Center Coordinator will:
5.2.6.1 Notify the public information represen-tatives of the various County Emergency Organizations prior to the news release and coordinate a joint briefing, if possible.
5.2.6.2 Prior to its release to the news media, release the approved statement, along with any special instructions or information to local, State, and Federal officials and agencies.
5.2.6.3 Insure hard copies of the news release are made available to the personnel / activities listed in.4, "Hard Copy News Release Distribution List".

5.2.8 The Media Center Coordinator shall coordinate all activities of news media teams permitted onsite and forward all news media requests for access to the site to the Emergency Manager.
5.2.9 The Media Center Coordinator shall designate an individual to handle all requests for information regarding the emergency, which are received from local, State, and Federal agencies and officials who are not directly involved in emergency response and recovery efforts.
5.3 Closeout Procedure 5.3.1 When the Emergency Manager has declared the emergency situation closed-out, the Media Center Coordinator will issue the Event Close-out News Release, (Attachment 7.1, Page 5).
