UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-293 BOSTON EDISON COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. I(uclear Regulatory Commission (the Commission) has issued

Amendment No. 51 to Facility Operating License No. DPR-35 issued to Boston Edison Company (the Licensee) which revised the Technical Specifications for operation of the Pilgrim Nuclear Power Station Unit No.1 (t" facility) located near Plymouth, Massachusetts. The amendment was authorized by telephone on November 4,~.1981 and was confirmed by letter dated November 5,1981; therefore, the amendment became effective November 4,1981.

The amendment grants relief from the requirements of the Technical Specifica-I tions (3.7.B.1.c, 3.7.B.1. e, 3.7.B.2.a and 3.7.B.2.c) regarding the operability requirements for the Standby Gas Treatment System and the Control Room High Efficiency Air Filtration System for the initiation of fuel movement and during fuel handling operations for the period November 4,1981 through November 24, 1981.

The application for amendment compliis with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission'.s rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since it does not involve a significant hazards consideration:

' The Commission has determined that'the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR Section 51.5(d)(4), an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of tiie amendment.
