REVISED POLICY AND PLANNING GUIDANCE Enclosed is a revised version of the Policy and Planning Guidance (PPG) reflecting Comissioner coments. A new section entitled " Safe Operation of Licen~ sed Plants" has been added at the Chairman's request. This section incorporates material from the previous draft with regard to monitoring-of operating plants, human factors, utility management, and the Systematic Evaluation Program. Also included is a paragraph on the assessment of pressuri::ed thermal shock.

The section formerly entitled "Other Important Steps" has been retitled
" Imp ~ roving Related Regulatory Tools". This section contains the previous material on siting policy, quality assurance, and research.
It includes a new section on risk assessment and the development of a safety goal.
Because it did not seem appropriate to include international activities under this general heading, guidance for this area has been put under a

new section called "Other Policies".
Lastly, there were three coments received concerning the CRBR issue.
At the Chairman's ' suggestion we have moved this item from the section entitled "Other Important Steps" back to a separate paragraph under "Near-Term Licensing Problems and Responses". The guidance on the-subject reflects, in part, the President's policy statement of October 8, 1981. Comissioner Roberts has proposed an alternative in his memorandum of December 4,1981.
