N g TLis letter refers to a meeting between Mr. J. F. Opeka, Vice President Nuclear Operations, and others of your staff, and Messrs. C. R. Van Niel and F. Kantor, Headquarters NRC, and other members of the NRC. Emergency Preparedness appraisal team, which was held at the Haddam Neck Power Station on November 18, 1981, and to a telephone conversation between Mr.
Richard H. Graves, Station Superintendent and Mr. G. L. Snyder of my staff on December 8, 1981. With regard to the matters relating to emergency preparedness discussed at that meeting, we understand that you will undertake and complete the following actions:
1.
Establish an emergency organization which provides for all emergency functions needed during initial, intermediate and final. phases of augmentation.
Revise the Emergency Plan to include a description of the organization, and update implementing procedures to be consistent with the organization. The description shall include sufficient detail to define the command hierarchy; specify its structure, reporting chains and interrelationships at any phase of augmentation; and include supervisory as well as non-supervisory elements.
This will be accomplished no later than January 1,1982.
2.
For each functional area specified within the emergency ' organization referred to in item 1, provide a list of personnel trained and qualified to perform the tasks associated with the area. These. lists shall identify the current status of each individual.
Provisions to maintain lists current shall be developed and implemented.
This will.be accomplished no later than January 1, 1982.
3.
Develop Emergency Action Levels (EAL's) which clearly and unambiguously specify the initiating conditions for classifying accidents. The EAL's shall be contained in procedures.which are easily understood and.3 g3{
facilitate timely. decisions for the user.

4.
Establish an emergency training program for Shift Supervisors to

include EAL recognition, emergency classification. for protective
. action decision making, and. prompt. notifications _ of offsite agencies.

Atomic Power Company 15 DEC i?il Training on the present emergency classification scheme will be completed no later than January 1, 1982. Training on the revised errergency classification scheme (item 3) will be completed no later than January 31, 1982.
5.
Establish a Technical Support Center (TSC) which provides, on an interim basis until a permanent TSC can be established which meets applicable regulatory criteria, adequate working space for the assigned personnel and which alleviates potential crowding in the Control Room. A description of the proposed interim TSC shall be provided to the NRC.
This will be accomplished no later than January 1, 1982.
6.
Establish an Operational Support Center (OSC) with sufficient space for assigned emergency response personnel to assemble in the event of an emergency, and which includes communication links, protective equipment, and supplies, needed to fulfill its designed. function.
This will be accomplishe* no later than January 1, 1982.
7.
Propose a plan of action to establish consistency between your emerg9ncy classification and emergency action level schemes, and those of local and state emergency response organizations, in accordance with the criteria of NUREG 0654, Appendix 1.
This will be accomplished no later than January 31, 1982.
In addition to the above action, please inform this office in writing when the aforementioned actior.s have been completed.
