Dear Mr. Padovan:

We have been requested through LlS to provide you with comments on your proposed " Technical Specifications for Class lE 120 V AC Vital Instrument Buses."

Our comments are noted below:

GENERAL:

1.

The Technical Specifications do not recognize a four battery system which may be used to power the four Vital Buses, or the use of bus-ties between batteries within a redundant system.

2.

Section - Action (a)

Assuming that all vital buses are energized from their associated invertors, the licensee should have the flexibility to take one bus out of service without going into a limiting condition.

This, of course, assumes that the protective channel corresponding to the deenergized bus will be put into the trip position (on a 2 out of 4 logic the resultant will be operation on a 2 out of 3 which is acceptable).

We are attaching typical Tech Specs from one of our plants reflecting the above situation.

Section 3.8.3.1 g,h and Ac tion (~C): Re ference to the de requirements in this section of the Tech Specs should be deleted; there is a separate section dealing with these requirements.

Section 3.8.3.1 a through h: RG 1.93 is structured around the nonavailability of power sources, whereas these tech specs are based on the nonavailability/ availability of busses.

The allowable out-of-service times bear no resemblance to those in RG 1.93.
