Dear Messrs. Seyfrit and Ferris:

In accordance with the milestones contained in Enclosure 1 of Reference 1, NPPD is submitting the exercise objectives for the Cooper Nuclear Station exercise. These objectives have been established following close liaison between NPPD and the respective state governments.

It should be noted that the alternate exercise date may be utilized if there is a state response to a major disaster underway in either Nebraska or Missouri or if continuing severe weather conditions are experienced.

Regarding the latter, the Nebraska Emergency Operations Center (EOC) will coordinate with NPPD, the Missouri EOC, and FEMA, the decision to postpone the exercise. This decision will be made not later than 7:30 the morning of the primary date. If you should have any questions or comments regarding the enclosed objectives, please contact Mr. K. C. o Coordination of NRC onsite representatives (Region IV) if the NRC should opt to participate.
