COMMENTS ON APPLICATION OF 9-9-81 USE OF NEUTRON ABSORBERS FOR CRITICALITY CONTROL The use'of the poison panels appeanito be needed, in part, because of higher density oxides resulting from operation of the GEC0 process.

In addition, the subject application describes use of the quarantine tanks for oxides produced by operating GEC0 lines.

The quarantine tanks were originally approved only for ADU-UO Fg process liquids.

The smaller rad waste slab tanks were 2

. approved for liquids containing oxide. > The entire conversion area, UPS, and waste handling areas should be audited for possible changes to the bases for nuclear criticality safety for other systems resulting from GEC0 process mod-i fica tions.

The results of the audit should be provided as a supplement to the application.

Based on the assumptions presented in your application, it is necessary to l

install cadmium foils in poison panels on both sides of the rad waste / quarantine l

slab tanks to ensure nuclear criticality safety.

Please describe your controls to:

1.

Assure the presence of a 20 mil cadmium sheet in each poison

panel, i

Assure that the poison panel is oriented so that the Cd sheet is between the slab tank and the pplyethylene sheet in the poison panel.

Assure that the cadmium sheet will remain in place over tha f

entire face of the poison panel when installed in a vertical position.

4.

Assure that the tanks are empty and locked out of service when any of the control panels are removed from either side of the slab tanks. of your application should be revised to incorporate the above administrative controls and limit applicability of the amendment to SS-Cd-polyethyl-ene-SS panels (neutron absorbers) which are to be located around process equipment.
