BYPASS / RESET CAPABILITY OF EtlGIflEERED SAFETY FEATURES (ESF) l EQUIPl!EllT Ua have reviewed your letter dated floverber 24,1981 (Serial 751) concerning your pmposed resolutions to fiRC concerns related to bypass and reset capa-bility of the ESF equipment. Yourrletter was in response to issues arising from the lloverber 17-19, 1981 review of the ESF equipment. We find re-statenant of the flRC concerns as expressed in your letter is necessary along with a clarification of your proposed resolutions to the issues.

Iten #1 As stated in the flRC generic letter of flovenber 29, 1978 on this natter, a primary criterion is that the nanual overriding of one type of ESF actua-tion signal (for example, high radiation) should not cause the bypassing (blocking) of any other type of ESF actuation signal (for example, low RCS pressure).

Further, by the flRC letter of October 23, 1979, licensees were requested to conform to an Interin Position, pending completion of long-tern reviews. The Interin Position requires, in part,, that hardware rndi-fications have been inplenented such that, presuming any isolation actua-tion signal has been manually overridden, at least one of the automatic safety injection actuation signals is capable of reclosing all containment mmoo purge / vent isolation valves.

If this design capability does not exist, 30 the Interin Position requires that the containment purge / vent isolation N

valves be maintained in the closed position during reactor modes other than

$3 cold shutdown or refueling.

We understand that the Special 0Eder attached to your letter dated

!!ovember 24,1981 has been issued to all station personnel by the Station Superintendent, that similar instructions will be nounted on the control board prior to entering flode 3, and that all licensed personnel will be appropriately trained on this matter prior to assuming duties in Modes 1, 2 or 3.

We understand that these actions are temporary measures pending the completion of Iten #3 below Item #3 l
