Paulson Reviewing Branch: ORBf2 By letter dated July 7,1980 the staff requested licensees to propose Technical Specification changes to provide surveillance requirements for SDV vent and drain valves and LC0/ Surveillance requirements for RPS and control rod block SDV limit switches. Our consultant, the Franklin Research Center (FRC) has reviewed the licensee's sutaittal under a technical assistance contract and prepared the enclosed Technical Evaluation Report (TER).
He ha.ve reviewed the FRC TER and agree with its conclusion that the licensee's response is acceptable. The enclosed Safety Evaluation Report (SER) documents our findings.
The Project Manager for the Big Rock Point facility is requested to prepare the necessary license anendment to incorporate the requirements

' SAFETY EVALUATION REPORT-BWR Scram Discharge Volume (SDV) Technical Specifications Introduction As a~ result of events involving comon cause failures of SDV limit switches and SDV drain valve operability, the NRC staff issued IE Bulletin 80-14 on June 12, 1980.
In addition, the staff sent a letter dated July 7,1980 to all operating BWR licensees requesting that they propose Technical Specification changes to provide surveillance requirements for SDV vent and drain valves and LC0/ surveillance requirements on SDV limit switches. Model Technical Specifications were enclosed with this letter to provide guidance to licensees for preparation of the requested submittals.
Evaluation
~ The enclosed report (TER-C-5506-56) was prepared for us by Franklin Research Center (FRC) as part ci our technical assistance contract program. Their report provides their technical evaluation of the compliance of the licensee's submittal with NRC provided criteria.
FRC has concluded that the licensee's response does not meet the explicit requirements of paragraph 3.3-6 and Table 3.3.6-1 of the NRC staff's Model Technical Specifications (TSs).
However, the FRC report concludes that the Big Rock Point plant has a uniquely designed SDV system and that our model TSs are not applicable to Big Rock Point for this item.
- FRC, concludes that che existing Big Rock Point TSs are adequate. We agree' that these technical bases justify a deviation from the explicit require-ments of the Model TSs.
FRC has concluded that the licensee's proposed TS revisions meet our criteria without the need for further revision.
Conclusion i
Based upon our review o.f the contractor's report of his evaluations and discussions with the reviewer, we conclude that the licensee's proposed TSs-satisfy our requirements for sur veillance of SDV vent and drain valves and for LCOs and surveillance requirements for SDV limit switches.
Consequently, we find the licensee's proposed TSs acceptable.
