Dear Mrs. Steinberg:

Enclosed for your review please find an application from Landseas Corporation for a license to export 180 grams of deuterium to Israel for research and teaching purposes at the Weizmann Institute of Science in Rehovo'th.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Eneray Act of 1954 as amended by the Nuclear Non-proliferation Act of 1978 Please note that this proposed export raises the same issues regarding exports to Israel that were discussed at the May 1,1981 SNEC meeting in connection with a request to extend the expiration date on license XMAT0035, which involves the export of 10 kilograms of deuterium oxide to Israel. We' are still awaiting a response from the Subgroup concerning this amendment request.
