The purpose of this special inspection, which took place from July 17 through July 20, 1979 was to observe shipments arriving at flEC0's Beatty facility after Governor List signed an Executive Order to reopen the site (see Report flo. 79-03).
However, the order was not signed during this inspection.
Radiation level measurements and checks for removable contamination were conducted on six containers repackaged in Argonne waste bins that had not yet left the site when the inspectors arrived.
Six other bins had already been shipped from the site by Southwest fluclear, acting as agent for Consumers Power.
Trailer loading and placarding were observed, and the container repackaging process was discussed.

Background
On July 2, 1979, a Tri-State trailer arrived at Nuclear Engineering Company's (NECO) Beatty site with 12 cylinders of solidified evaporator waste bottoms and one wooden box of uncompressible radioactive waste from the Consumers Power Company Palisades Plant in Covert, Michigan. When the driver arrived on site, he told NEC0 representatives that several containers in the shipment were leaking.
NRC inspectors were senc to the. site on July 5,1979. The findings of that inspection are documented in Report No. 79-03. That report should be consulted for detailed background information.
The 12 cylinders and one wooden box, as described, were not accepted by NECO.
At the time of the July 6,1979 inspection (see Report No. 79-03), the Bill of Lading for the shipment (freight bill number 246365 - see Report No. 79-03) had not been signed. Later, Mr. Brian Thayer wrote " Rejected by Consignee as Nonconforming 7/2/79" across the " Signature Tally Receipt" portion of the bill, and he initialed his comment. Then, he signed the Bill of Lading (see Annex A of this report). Mr. Thayer also wrote the same comment on the Radioactive Shipment Record dated June 27, 1979, attached as Annex B of this report.
NECO ordered 12 Argonne waste storage bins on July 6,1979 (NECO purchase order number 02785, stock number 84800 waste bins) as an overpack for the 12 cylinders.
The bins are inner-liners for a polypanther packace (see Certificate of Compliance #6272).
The Argonne waste bins are rectangularly shaped. Their dimensions are roughly 4'x5'x6', and they are meant to be one-time-use containers. They are equipped with lifting ears on two sides of the container. The tops of the bins are steel plates with rims which are bolted to the rest of the bin in eight locations.
Rubber gaskets are placed between the body of each bin and its lid.
Bentonite, a very fine, dry, powdery clay was procured by NEC0 from Lathrop Wells, Nevada to use an an absorbent inside the Argonne waste bins.
A wooden pallet and 1,000 pounds of bentonite (10, 100-lb. bags that had been opened) were

placed in the bottom of each bin. The pallet was used to prevent the cylinders containing the radioactive waste from resting on a three inch piece of angle iron that protruded from the center-bottom of each bin. There were also three inch angle iron crosspieces across two corners of each bin. As the lip of the bin prevented the cylinder from being lowered into the bin (cylinder diameter:
48"; bin width:
46" from one inner lip edge to the.other), the angle iron crosspieces were cut and bent slightly to allow the cylinder to be placed in tLa bin (see Annex C). The corner crosspieces were then moved back into place and a second six inch piece of angle iron was bolted to the sections to reinforce and hold the crosspieces in place (sr Annex C). The corner angle iron was not welded because no one wanted to take + 3 risk of the welding torch causing cylinder rupture and airborne contamination problems.
After the bins were in place, three loose bags of bentonite were emptied around the sides of the cylinders, and then two full bags were placed between the sides of the cylinder and the hin on the five foot dimension of the bin (refer to Annex C).
Finally, steel strapping bands were placed thr0Jgh the holes on the cylinder-top guard rings and around the corner angle irons. Th2 gasket was placed on top of the bin, and the tops were bolted in place.
It should be noted that the foregoing packing information was related to NRC by Brian Thayer at the time of this inspection.
He remarked that the State had observed the packaging process for the Argonne bins.
Mr. Thayer stated that two extra bags of bentonite were placed in bin #11, as it was leaking (cylinder B in Report No. 79-03) material during repackaging operations. He said that the bags were placed directly on the leak. Mr. Thayer also stated that bentonite will absorb tuo and one-half times its own weight of water.
On July 16, 1979, six of the loaded Argonne waste bins were loaded onto a Tri-State vehicle for shipment to the Southwest Nuclear facility at 7066A Commerce Circle in Pleasanton, California. A copy of the Bill of Lading is attached as Annex D to this report. The corresponding Radioactive Shipment Record is attached as Annex E.
Both forms were signed by Mr. Bill Cromwell of Southwest Nuclear, who was acting as agent for Consumers Power Company, as NEC0 would not sign the Bill of Lading for reshipment from the site.
Status of the Shipment at the Time of the Inspection Inspectors arrived on-site at NECO at about 7:15 a.m. on July 17, 1979. At that time, six steel bins and one wooden box were positioned near NEC0's radioactive waste receiving gate on the site. The bins were marked " Radioactive LSA" and were numbered as 7, 8, 9,10,11 and 12.

. The Argonne waste bins were ructed on the outside. This may have resulted during storage. The steel walls were sturdy, however, and Mr. Thayer remarked that they had smelled of creosote when first opened.
He thought that the material may have been used as a rust preventive fcr the package interior.
The Tri-State trailer that had transferred the shipment from the Palisades Plant was still at the NECO site during this inspection.
It had not been decontaminated.
Inspection Acti_vities NRC inspectors made external radiation level surveys at the sides of the waste binswiththeDigi-master (G-Mtype)meterwithNRCnumber 000356. That meter was calibrated in June 1979 and is not due for recalibration until September 15, 1979. Survey results varied from 4 mr/hr to 23 mr/hr with the instrument about three inches from the sides of the containers (see Annex F). These results were in general agreement with those of NEC0 (see Annex G).
At about 10:00 a.m. on July 17,1979, NEC0 began loading waste bins onto a Tri-State flatbed trailer with trailer number 840519 and Missouri license plate number 442-125. The cab was number 2212, and the driver was Mr. Larry Mann.
The cab carried the following license plates:
Nevada 14000X Illinois 58477 Oregon AS6812 The shipment loading arrangement is shown in Annex H.
Also indicated on Annex H are two radiation level readings made by an NRC inspector after the trailer vias completely loaded. These readings were taken with the Digi-Master, NRC
- 000356 and are consistent with those found by Southwest Nuclear, as indicated on the Bill of Lading, attached as Annex I.
The corresponding Radioactive Shipment Record is also attached as Annex J.
The trailer.was labeled with
" Radioactive" olacards on all four sides of the shipment (see Annex H).
Annex K is a copy of the " Instructions to Carrier for Exclusive Use of Vehicle." Those instructions accompanied the shipping papers.
After the trailer was loaded, an NRC inspector took swipes of each of the bins and of the box. A preliminary check with NRC instrument number 004280, a Technical Associates Model PUGl AB which was calibrated in June 1979 and due for recalibration on September 9,1979 (using a P-ll pancake probe) showed no significant ' removable contamination above background.
Swipes were counted on the Region V NMC PC-55 gas flow proportional counter with NRC number 000383 on July 23,1979.
Results showed no significant removable contamination above background.

Mr. Bill Cromwell stated that the waste bins would be temporarily kept at Southwest Nuclear's Pleasanton facility.
He remarked that storage at the B&B facility in Prosser, Washington was also under consideration. Mr. Cromwell further commented that the bins would be shipped to Battelle in a piecemeal fashion, depending on arrangaments to be made between Batelle and Consumers Power.
The driver was assigned work order number 249327 after the trailer was loaded and the bins were chained in place (the inspector wrote the number on the xerox copy of the Bill of Lading - Annex I). Mr. Mann left the site at about 11:30 a.m., but he did not leave Beatty until after 1:15 p.m.
After that shipment left the site, no further radioactive shipments were received by or shipped from tiEC0 during this inspection. The inspectors remained available so that NRC would be represented on-site in the event that Governor List of fievada signed the Executive Order to reopen the radioactive material disposal yard. The Order was not signed during this inspection.
Nevada State inspectors were not at NEC0's Beatty facility during this inspection.
The possibility of flRC inspectors being required to open radioactive waste packages at NECO in the future was discussed. Mr. Thayer stated that the State of Nevada would have to approve the activity and that the NEC0 corporate office would have to concur. He said that 12 sets of full anti-C's (including respiratory protective apparatus) were present on site.
Mr. Thayer also remarked that Larry Franks of the State of Nevada opened a package at NECO in the presence of the Governor and an Aerojet representative.
This took place after the May 14, 1979 fire at Beatty. The Governor urged that the package be opened, but flEC0 refused to open it and refused responsibility for the activity.
Larry Franks assumed full responsibility for the procedure.
Darwin Garvin of DOT remarked that the area on cylinder B shown on photographs 10 and 11 of Annex M, Report 79-03, was cleared of paint by Brian Thayer at Mr. Garvin's request. Mr. Garvin wanted to see the condition of the underlying metal.
Mr. Thayer briefly discussed flEC0's new program to train and equip several State of flevada highway patrolmen so that they can insp?ct trucks with radioactive shipments. The Reynolds Electrical and Engineering Co., Inc.,' Emergency Respon e Operations Cnurse was discussed.
Two neuspaper articles are attached as matters of interest (Annex L).
