IDSITIFICATION OF OCCUERENCE: Diesel Concrator fl was inoperable.

Condition.: Prior to occurrcnen: The plant was in Moda 2 vith Pcver (P.tr) = 0, and Load (Udl.) = 0 8

Description of occurrence: At 1715 hours0.0198 days 0.476 hours 0.00284 weeks 6.525575e-4 months on August 16, 1977, the Davia-Besse

Station roccived notico of a tornado 5.hich had touched deva in the East Toledo area, r.nd was heading in cn easterly direction (tcverd tha Station). In b

anticipation of the loan of switchy rd capability (of f-site rever) in the

,1 cvent of a tornado, Station personnel tected the Eccrgency Diesel Cencrators j

tb at 1730 houro.

1 Diccel Cencrator #2 was started without incident. Diesel Generator #1, however, vould not start nanually; it autenatically shutdown on overspeed. The DC field

c-vould not finsh. The station entered Action Statenene (s) of Technical Specifi-cation 3.0.1.1.

The tornado did not caterializo in the area of the Station, and the tornado varning vao cicared at 1820 hours0.0211 days 0.506 hours 0.00301 weeks 6.9251e-4 months on August 16, 1977.

Analysin of Occurrences There was no danger to the health cnd safety of the public or Section personnel. Of f-site power was not lost, and Diesel Cencrator f 2 was operab,lo and ab1_o to, handle Station, loads if necessary.

Corrective Action: The defective speed switch vaa replaced, and Diesel Generator 61 returned to service on August 17, 1977 ct 0740 hours0.00856 days 0.206 hours 0.00122 weeks 2.8157e-4 months . This renoved the Station fron Action Statenent (a) of Technical Specification 3.8.1.1.

The ecuse of s,vitch failure vill be determined in conjunction with the vendor.
