Subject:

Technical Meeting on IE Bulletin 79-02 This refers to the meeting held at your request in the NRC Region I offices at King of Prussia, Pennsylvania, on October 6, 1981, to discuss your actions with regard to IE Bulletin 79-02 and to a subsequent telephone discussion on October 7,1981 between Mr.- Ed Walhce of your staff and myself on the same issue. The subjects discussed, and a list of attendees at'this meeting are included in the Office of Inspection and Enforcement Meeting Report which is enclosed with this letter.

It is our view that this meeting was effective in establishing the technical basis for your actions. We hope it also provided your staff a better understanding of our concerns regarding your activities and your final response to the bulletin.

As discussed with Mr. Wallace, it is our position that:

(1) Prior to restart, a factor of safety of at least 2.0 for pipe supports under Safe Shutdown Earthquake (SSE) conditions must be established; and, (2) Pipe supports utilizing grouted bolts, which experience a tension load during SSE conditions, must either be qualified through an acceptable in situ sampling test program or discounted as active support components.

This letter also confirms our plans for a meeting with your staff in the NRC Region I offices on December 15, 1981, for discussion of your resolution of the issues described above.
