Gentlemen:

In your letter of October 20,1981, (Reference a) your staff reviewed five specific items concerning our Containment Purge System. These items are individually addressed below and additional information is submitted.

Item I requested additional information to requalify our containment purge isolation valves such that they may be open during power operations. We understand that our i,

continued operations in MODES I through 4 with the containment purge isolation valves j

closed will eliminate the requirement to submit the additional information specified by

of Reference a.

Item 2 requested submittal of Technical Specification (TS) changes to close the " valve operability" issue. The TS change is attached and addressed below (Change 1).

Item 4 addressed, " Containment Purge Isolation Valve Seal Deterioration", and requested l

a TS change incorporating test requirements as identified in Enclosure 1 of Referencepypo a.

It also requested the details of that testing program. Enclosure 5 of this submittaf outlines the pertinent leakage rate testing program employed at Calvert Cliffs. Our valve seals have never failed and our leakage rate testing has not identified any degraded seal performance.

Based upon our environmental conditions and infrequent use of containment purge isolation valves, we have determined that our current test program is adequate and no additional TS requirements are necessary.

December 7,1981 Item 5 addressed a " Technical Evaluation" of the " Minimum Containment Pressure Setpoint", (Reference a, Enclosure 6), which provides a pre-implementation analysis establishing a limit of 3.0 psi for an isolation setpoint margin, over the normal i

containment pressure, for total loop error.

Based upon this loop error, which differs from that considered in Reference b, our existing containment pressure setpoint of 4.0 psig (maximum) is conservative and consistent with NUREG-0737, Clarification of TMI Action Plan Requirements, Item II.E.4.2. Position 5.

Baltimore Gas and Electric Company (BG&E) hereby requests Amendments for Operating i

Licenses DPR-53 and DPR-69 for Calvert Cliffs Units 1 and 2, respectively, with the submittal of the enclosed proposed changes to the Tecnical Specifications. The proposed Technical Specifications changes attached and discussed below are intended to satisfy all of the requirements of Reference a including the review of our TS against the sample provided in Enclosure 7 of Reference a.

TECHNICAL SPECIFICATION CHANGES CHANGE NO.1 Incorporate new Technical Specification 3/4 6.1.7 as shown on the attached marked-up pages 3/4 6-9a and revise applicability and isolation time requirements specified in Tables 3.3-3 and 3.3-5 as shown on the attached marked-up pages 3/4 3-13 and 3/4 3-30 (Enclosures 1 and 2).

DISCUSSIONS AND JUSTIFICATION Items 1 and 2 of Reference a identified that containment purge isolation valves will be closed during MODES 1, 2, 3, and 4.

Therefore, isolation times for these valves during these modes are subsequently Not Applicable.

Isolation during MODES 5 and 6 are specifically covered and are consistent with Table 3.6-1 of the Technical Specifications.

I DISCUSSION AND JUSTIFICATION Specific exclusions of the containment purge isolation valves is required in Technical Specification Limiting Condition for Operation (LCO) 3.6.4.1 to resolve inconsistencies between our closed isolation valves and their OPERABILITY (TS 3.6.1.7 and 3.6.4.1).

l Surveillance requirement 4.6.4.2 is revised to identify Channel A/B test signal actuations and to add Safety injection Actuation Signal (SIAS) Channel A/B test signal actuation.

Technical Specification 4.6.4.3 and 4.6.4.4 maintain consistency with Technical Specification 3.6.1.1, 4.6.1.2.d and 3.9.9 f or Table 3.6-1 and Containment Isolation of the Containment Purge System.

have concluded that implementation of these changes will not result in an undue risk to the health and safety of the public.

FEE DETERMINATION We have determined, pursuant to 10 CFR Part 170 Paragraph 170.22, that this Amendment request consists of Class III and Class I amendments for Calvert Cliffs Unit Nos. I and 2, respectively, and, accordingly, we are including BG&E Check No. B079684 in the amount of $4,400.00 to cover the fee for this request.

a.

Verifying that on each containment isolation Channel A or Channel B test signal, each required isolation valve actuates to its isolation position.

b.

Verifying that on each Containment Radiation-High Test Channel A or Channel B test signal, both required containment purge valves actuate to their isolation position.

c.

Verifying that on each Safety Injection Actuation Channel A or Channel B test signal, each required isolation valve actuates to its isolation position.

4.6.4.1.3 The isolation time of each power operated or automatic valve of Table 3.6-1 shall be determined to be within its limit when tested pursuant to Technical Specification 4.0.5 4.6.4.1.4 Containment purge isolation valve operability shall be determined at least once every 18 months by verifying that when the measured leakage rate is added to the leakage rates determined pursuant to Technical Specification 4.6.1.2.d for all other Type B or C penetrations, the combined leakage rate is less than or equal to O.60 La.

ENCLOSURE 5 Leakage rate testing for Containment Purge Isolation Valves is accomplished under CCNPP STP-M-571, which is the leakage rate test for all containment penetrations except the air locks. This test procedure utilizes 10 CFR 50 Appendix J and ASME Boiler and Pressure Vessel Code IWV for Type C, Category A 6" or greater valve pressure decay test method. Test volume (between the two supply or exhaust isolation valves) is pressurized to at least Pa by penetration number (i.e., penetration #13 or #14). Pressure is applied and monitored through a test connection utilizing a leak rate monitor while pressure decays over a one hour period, with data recorded every fifteen (15) minutes. The highest leakage rate of the five (5) readings is considered as valve leakage rate and used in total leakage rate calculations. This highest leakge rate figure is compared to:

a) Previous leakage rate (trend analysis),

b) Expected leakage rate (per ASME Code IWV3427b),

c) Action Icakage rate (7092 sccm or per IWV 3427b) to determine increa.w d surveillance, and d) Technical Specification leakage contribution for containment purge isolation valves, identified as 40,000 seem (pursuant to TS 4.6.1.2.d) to identify seal inspection, repair, or replacement.

To date, no seal replacements have been required per the following data:
