Dear Mr. Mayer:
Gray Files The Comission has completed the review of Northern States Power Company's response to our request by letter dated April 12, 1976 in regard to a single failure occurringin the Emergency Core Cooling System (ECCS) at the Prairic Island Nuclear Generating Plant Unit Nos. 1 and 2.
This review is based on your submittal of letters dated December 22, 1976 July 17, August 5 and September 10, 1981.
Based on our review of your submittals we find thilt you have adequately addressed our concerns related to the potential single failure of the ECCS ant your systems are acceptable in regard to this matter except for the following:
1.
As discussed with your staff, the open position of the valves in the crossover lines on the discharge side of the safety injection pumps should be assured during all operating modes except cold shutdown.
To resolve this concern we request that you propose a technical spect-fication change to Appendix A of the license within 45 days from the date of this letter. The proposed technical specification should address the open position of the specific valves for both units as a limiting condition for operation as described above.
2.
Safety related equipment in the ECCS and its associated subsystems that do not qualify for adequate radiation exposure levels should he added to the equipment qualification program. The implementation schedules of this equipment will be the same as those in your equip-aent qualifications program.
