Dear Mr. Seyfrit:

On November 4, 1981, Southern California Edison, San Onofre Units 2 & 3, informed Mr. Engelken, U.S. Nuclear Regulatory Comission Region V, of the subject deficiency concerning a Bechtel design.

The evaluation was performed by Bechtel at the request of Southern California Edison, after turnover to Southern California Edison. Based on the results of this evaluation, Bechtel has concluded that the condition is also reportable under Regulation 10 CFR Part 21.

The Southern California Edison Report contains all the information required by 10 CFR Part 21.

Other Bechtel Divisions were notified of the condition by copies of appropriate reports and correspondence. In the event that a similar condition exists in another Bechtel Division, the affected Division will perform the necessary
