Dear Mr. Tedesco:

The purpose of this letter is to provide our response to your letter identified in Reference (a) regarding pressure interlocks on valves interf acing between low pressure emergency core cooling systems and the reactor pressure vessel.

It should be noted that our response is not within the required period identified in your letter.

However, since discussions on the subject were in i

progress at the time, Mr. A. Bournia acknowledged that our written response would be delayed.

f Based upon our discussions with the staff and a renewed understanding of your concerns, Commonwealth Edison intends to i

provide protection against overpressurization of the low pressure emergency core cooling (ECC) systems prior to startup following the first refueling outage on Unit 1 and prior to initial startup on Unit 2.

This will be accomplished utilizing the positions identified in the Standard Review Plan Section 6.3 or by modifying l

the current design such that the motor operated valves which interface b2 tween the low pressure ECC systems and the reactor coolant system are interlocked to prevent opening unless the reactor vessel pressure is lower than the design pressure of the ECC system involved.

It is recognized that a Technical Specification requirement has been instituted which requires an operability check by verifying leakage of specified low pressute systems valves prior to startup f

This requirement will be in force as an interim measure until startup following the first refuel outage or until system changes are complete.
