7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-364 ALABAMA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY CPERATING LICENSE, AND GRANTING 0F EXEMPTION The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.10 to Facility Operating License No. NPF-8 issued to Alabama Power Company (the licensee), which revised Technical Specifications for opera' tion of the Joseph M. Farley Nuclear Plant, Unit No. 2 (the facility) located in Houston County, Alabama. The amendment is effective as of the date of issuance.

The amendment modifies the Technical Specifications related to primary containment leakage testing.

In connection with this action, the Commission has granted a'one-time Exemption to 10 CFR 50.46, Appendix J.

The action approves a request for an extension to the 24-month test interval for certain Type B and C containment penetration tests.

The application for the amendment complie: with the standards and requirements of the Atomic Energy Act of 1954, as amended.(the Act), and the l

Commission's rulet and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

7590-01 The Comission has determined that the issuance of this amendment will not msult in any signficant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration -

and environmental impact appraisal need not be pmpared in connection with issuance of this amendment.

The Comission has determined that, pursuant to 10 CFR 50.12, an exemption is authorized by law and will not endanger life or property or the comon defense and security and is othenvise in the public interest.

Themfore, the Comission has approved the exemption mquest identified above.

For further details with respect to this action, see (1) the application for amendment dated October 8,1981,(2) Amendment No.10 to License No. NFF-8, and (3) the Comission's mlated Safety Evaluation.
