SUBJECT:

ENGINEERED SAFETY FEATURES RESET CONTROLS - I&E BULLETIN 80-06 On July 17, 1981, the staff issued a Safety Evaluation Report (SER) on your response dated July 2,1980 to I&E Bulletin 80-06 concerning Engineered Safety Features (ESF) reset controls. In that SER, the staff i

noted that eight sampling valves would return to the OPEN position upon resetting containment isolation if a control room switch was inadvertently left in the OPEN position. We concluded that your response satisfied the concerns of I&E Bulletin 80-06 subject to the completion of your proposed mcdification to the control room switcF and to the results of confirmatory testing.

As noted by your staff, our review did not include your submittal of November 7,1980 wherein you reported that further investigation of the subject control room switch revealed that it does prevent the sampling valves from reopening upon resetting of a containment isolation signal.

In addition, by letter dated October 23, 1981, you reported that this has been confirmed by an ESF actuation component test. We agree that this information satisfies our concern with respect to the eight sampling valves and that the changes to procedures and the modifications committed to in your July 2,1980 letter are not necessary.

By your October 23, 1981 letter, you also reported that the ESF test

normal operation only one supply fan is operated at a time, i.e. AH-E-15A or B and AH-E-27A or B.

Further, you reported that the normally running fan

2 does not stop upon ESF reset and if for some reason, both fans are lost, the loss of cooling capacity will be annunciated in the control room.

In addition, you committed to revise the circuitry by the first refueling outage after restart so that the fans will remain in their emergency mode upon ESF reset.

Based on our review of your submittals, we find that you have satisfied the concerns of I&E Bulletin 80-06 and that the ESF reset controls for MI-l are in compliance with our criteria, subject to the completion of the modification to fan circuitry identified above.
