Enclosed is a Technical Evaluation Report (TER) prepared by our trTa tpr the Franklin Research Center, addressing the potential for a moder(ato i.
dilution incident at the Haddam Neck Plant.
Based on the information provided in your submittals referenced in the enclosed TER, we find that i
there would be 16.5 minutes from the time an alarm is received for an

operator to terminate the dilution flow before criticality. This 16.5-i minute time satisfies the provisions of Standard Review Plan 15.4.6.
