w TRIP REPORT - SPRINGFIELD, ILLIN0IS, GLEN ELLYN, ILLIN0IS October 14-16, 1981
Purpose:
Compile and reproduce environmental monitoring data gathered at the Sheffield, LLDF, Sheffield, IL.

Discussion: On October 15, 1981 David Siefken and I visited the Illinois Department of Nuclear Safety (IDNS) office in Springfield, Illinois.
We discussed the purpose of our visit with Jim Blackburn and Mike McCann and then spent the bulk of our time wih Frank Melchiorri, who is responsible for collection and analysis of environmental monitor-ing data.
Frank showed us the data files and raw data output sheets associated with Sheffield. We also discussed the procedures used for collection of field samples, the timing of the sampling and some of the problems encountered in the field. We were then allowed to j
reproduce all of the Sheffield data for our own use.
In our' discussion with Mr. Blackburn subsequent to reproduction of the data, we assured Mr. Blackburn that we were aware of inherent limitations in raw data and promised that any use we made of the data would be done only with the consent of IDNS. We then discussed the need for a common data base and a common sampling program that would be responsive to the needs of all agencies with an interest in the facility. Mr. Blackburn was interested in setting up a mechanism for a common sampling and analysis program.
He suggested ways in which the NRC staff could help supplement the ongoing sampling program (possibly~through an existing contractual arrangement with PNL). We all agreed that it is important for IDNS, I&E Region III, NMSS, and USGS to agree on a program that is non-duplicative and responsive to the needs of all agencies.
On October 16, I met with Marty Schumacher, I&E Region III, to discuss the Sheffield monitoring program. He explained the Region's sampling program for Sheffield, which is basically meant to be a check on the adequacy of the licensees monitoring program.
Mr. Schumacher allowed me to reproduce the laboratory analyses which the Region had in its files related to Sheffield. We then had a discussion on monitoring similar to the one which we had with IDNS personnel on the previous day.

Agreements, Commitments:
We agreed to set up a mechanism for regular, timely exchange of data between NMSS and IDNS.
I will work with the IDNS staff to formalize the mechanism for this exchange.
