REF: Interim Report Filed Oct. 16, 1981 to Mr. James Keppler

Dear Mr. Keppler:

This letter serves as our second interim report on this subject. CoTnpletion of the first phase of the planned Corrective Action to resolve this problem is based on execution of a sampling program developed by the Project Organization to assess the torque value mentioned in the manufacturer's letter dated December 20, 1978, as discussed in our previous report. Procurement of the required test instruments and associated hand tools delayed implementation of the sampling program; however, on Wednesday, November 25th, Engineering received the required hand tools.

The interim Corrective Action as addressed by the Contractor and previously outlined is still being enforced. This included a recall of all electric impact wrenches and a program instituted by the Contractor which addresses the use of hand-operated wrenches with a maximum torque not to exceed 45 ft.-lbs.

It is anticipated that our final report will be submitted on or before Jan. 15, 1982.
