I.am writing your commission requesting an independent quality assur-ance audit of the San Onofre three nuclear power facilities.

Over a year ago reporter Steve Hawk.'then' employed by the Oceanside Blade-Tribune in an investigative piece of reporting revealed what was categorized as very sloppy and incompetent work on SONGS #1.

Reporter Hawk detailed the matter of patched-up pipes on this unit.

He said that whenever a piece of pipe wouldn't fit the " jumper" would just throw it out an opening and say: "To hell with it "

I have the word of SDG&E's public relations man, Dave Smith, (after I asked for the informatiorg that an audit was done by the owner (SCE),

thebuilder (Bechtel) and the supplier (Westinghouse).

I join many others in this area in,having no confidence in this " cozy arrange =

ment" on inspection and audit.

Please provide an independent audit of SONGS #1 and the new construc-tim:that is going on on the number 2 and 3 plants as well.

Ihe Huclear Regulatory Cc==1ssics staff has admitted deficien-cies in their inspections and desig quality control.Seis 1c issues as well as =ajor design flaws require additional review.
