APPENDIX A NOTICE OF VIOLATION Sacramento 11unicipal Utility Dis trict Docket No. 50-312 As a result of the inspection conducted between September 1-30, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Rancho Seco Technical Specification 6.8.1 requires that written procedures shall be established, implemented, and maintained covering the activities referenced in Appendix "A" of Regulatory Guide 1.33, November 1972, " Typical Pro-
.cedures for Pressurized Vater Reactors and Boiling Water Reactors."
Paragraph I of Regulatory Guide 1.33, November 1972, Appendix A, requires, in part, that maintenance which can effect the performance of safety-related equipment should be properly preplanned and performed in accordance with written procedures.
The Woodward Governor Bulletin 37708G describes the method.
one is to use to perform the " speed setting stop adjustnent" on the EG-B10 Eydraulic Actuator for the Energency Diesel Generators.
Contrary to the above, on September 8, 1981, the " speed stop adjustment" was performed on the Diesel Generators with-out adherence to the procedure described in Bulletin 37708G.
This is a Severity Level 5 Violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.2201, the Sacramento Municipal Utility District is required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further items of noncompliance; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
