Dear Dr. ?alladino:

The only " action" has been a minimal, obviously flawed, play-acted evacuatien " exercise.

NRC Dr 'Palladino 2 11-29-81 Units II and III.

Where and when are obsolete and damagsd plants to be disposed of?

This subject is persistently skipped over by governnent and entrepreneurs.

As for. Unit III, it is a unique upside-down deal due to a gross error and would appear to be a likely candidate for a "scran" - if it works at all.

Every license NOT GRANTED is a step toward. lifting the nuclea.r lien laid upon the future by aberrant policy-makers and complicitous implementers -

-here where they started and in every variously frightened, prideful or induced nation that played along. What price " cleverness?"

Sincerely, 6/%
