Gentlemen:
Thank you for your letter dated September 14, 1981, informing us of the
steps you have taken to correct the noncompliance which we brought to
your attention in Inspection Report No. 50-409/81-12 forwarded by our
letter dated August 17, 1981.
Your response to item 3c is inadequate. We have reviewed your response
and the referenced purchase order documents. We were in error in includ-
ing P.O. number 67459 for the fuel racks as an example. However, quality
assurance requirements referenced in the remainder of the purchase orders
concern documentation requirements and not other essential quality assurance
program requirements as required by Criterion IV of 10 CFR 50, Appendix B,
to insure the item was manufactured to an adequate quality level. The
basic problem is how you establish the validity or meaning of the docu-
mentation supplied if you do not require the item to be built, stored
and handled in accordance with a quality assurance program. Please
revise your response to this item within 20 days of receipt of this
letter.
With respect to item 4, it is our understanding from discussions with
the Resident Inspector that you intended for the review of surveillance
data sheets to include all data sheets and not just the ones cited as
examples in the Inspection Report.
We have no further questions regarding the remaining items and will
examine them during a subsequent inspection.
