Dear Mr. Denton:

Pursuant to 10 CFR 50.59, Commonwealth Edison Company hereby proposes an immediate, temporary change to Appendix A, Technical Specifications, to Facility Operating Licenses DPR-29 and DPR-30 for Quad Cities Units 1 and 2, respectively. The pu rpose o f this change is to revise the definition of the equipment comprising the Residual Heat Removal (RHR) containment cooling loop. This revision will allow the "A" loop RHR heat exchangers on each unit to be fed from the RHR "A" and "B" Service Water Pumps from Unit 2 via a cross-tie line. The "B" loop on each unit will remain unchanged.

On November 21, 1981 a leak was discovered in the underground portion of the Unit i RHR loop " A" Service Water Line (see the attached figure). Unit 1 was in a short maintenance outage at the time, and could not startup per Technical Specification 3.5.8.1 without two operable RHR containment cooling loops. In order to meet this requirement, the RHR Service Water Pumps "A" and "B" from Unit 2 were made available to Unit 1 by utilizing the cross-tie line described in Special Report No.

Because Unit 2 was, and still is in a refueling outage,13 (Re ference this (a)) . hoi equipment was not required to be available on Unit 2 a t that time. #

The acceptability of this action was discussed with the Region III NRC on-site inspector and the Quad Cities NRR project manager, and If is documented by the modification package and On-Site Review.

The proposed change to the Quad Cities Units 1 and 2 Technical Specifications is contained in Attachments- A and B to this letter. Your immediate action on this proposal is requested so that refueling activities at Unit 2 may proceed on. schedule. Technical Specification 3.5.F.4 precludes any refueling work that has the potential for draining the vessel unless the low-pressure core and containmant cooling systms-are operable. This proposed change would allow the RHR containment cooling mode to be defined as operable even 'though the cross-tie line is available to Unit' l. Our current estimates are that approval of this change will be needed no later than December 9 or 10, 1981, at which time the Unit 2. vessel is scheduled to be partially drained to allow reactor internals re-assembly.

This amendment will allow use of the cross-tie only until June 1,1982, at which time we anticipate that modification and repair of the Unit 1 loop " A" service water line can be completed.

The Attachment A and B changes nave received On-site and Of f-site review, and their approval will be completed by December 4, 1981. Attachment C (the same asSection V of Reference (a))

provides our safety evaluation o f this change and contains our basis for concluding that the cross-tied system does not involve an unreviewed safety question.

Pursuant to 10 CFR 170, Commonwealth Edisn Company has reviewed the proposed amendments 'and determined them to be one Class III and one Class I. As such, a f ee remittance in the amount of

$4,400.00 is provided.
