Modifications to Maine Yankee Technical Specifications Related to the Steam Line Break Analysis
Dear Sir:
Pursuant to Section 50.59 of the Commission's Rules and Regulations, Maine Yankee Atomic Power Company hereby proposes the following modifications to Appendix A of the Operating License.

Mr. Robert A. Clark, Chief Page 2 REASON FOR CHANGE:
Reference (c) transmitted the Core Performance Analysis Report in support of Maine Yankee Cycle 6 operation..The Core Performance Analysis Report evaluated each postulated transient and accident against certain design criteria except for the steam line break.
In Reference (d) we addressed the steam line break in a conservative fashion by demonstrating the non-limiting nature of this event early in the cycle, and by showing with a conservative bounding analysis.that return to criticality following the most limiting steam line break with the most reactive rod stuck out of the core would not occur through at least 4,000 MWD /MTU cycle burnup.
Reference (e) confirmed that additional analysis of the steam line break transient to support continued operation beyond 4,000 MWD /MTU would be required.
Reference (g) transmitted a steam line break analysis using RETRAN covering Cycle 6 operation to the end of cycle.
The results of this analysis indicate the need for certain technical specification changes to assure thet i
the core does not return critical following the most limiting steam line break at the end of cycle with the most reactive rod stuck out of the core.
These changes to the technical specifications are attached.
1 Reference (f) noted a commitment by Maine Yankee to submit a proposed change to the Technical Specifications, further improving those areas which could benefit from clarification and restructure.
This proposed change will be submitted before November 30, 1981.
In order to eliminate any confusion, the attached proposed change has been integrated with the pending proposed change.
In the proposed revised technical specification pages, revisions for clarity are denoted by single asterisks in the margin. Double asterisks jn the margin are used to show steam line break related changes. However, the steam line break related changes may be reviewed without consideration for the clarification and restructure related changes if necessary in order to expedite approval.
BASIS FOR CHANGE:
As mentioned above, the steam line break analysis, submitted in Reference (g), forms the basis for the attached changes to the technical specifications.
i The results of this analysis require changes to the available shutdown margin to assure the core does not return critical following the most limiting steam line break at end of cycle with the most reactive rod stuck out of the core.
SAFETY CONSIDERATIONS:
Based on the considerations contained herein and in Reference (g), it is concluded that this change does not constitute an unreviewed safety question.
This proposed change has been reviewed by the Nuclear Safety and Audit Review Committee and the Plsnt Operating Review Committee.

This proposed change requires an approval that involves a single safety issue and is deemed not to involve a significant hazards consideration. For these reasons, Maine Yankee Atomic Power Company proposes this change as a Class III Amendment. A payment of $4,000.00 is attached.
SCHEDULE OF CHANCE:
These changes to the Maine Yankee Technical Specifications will be implemented upon Commission Approval. A timely review and approval of this submittal consistent with our achievement of a cycle burnup 4,000 MWD /MTU would be appreciated. Achievement of 4,000 MWD /MTU cycle burnup is expected on or about December 10, 1981.
