Dear Mr. Engelken:

Our letter to yor dated September 8, 1981 reported the completion of the inspection and testing of all (708 in total) safety-related mechanical snubbers. Sicce then ten new snubbers were added (total now 718) and, after related w rk by a contractor, a number of additional snubbers were reinspected. This letter transmits the final report and completes the requirecrents of IE Bulletin 81-01.

I am authorized to sign ara file this submittal with the NRC, and the matters set forth herein are true and correct to the best of my knowledge and belief.

DEPARTMENT OF NUCLEAR PLANT OPERATIONS DIABLO CANYON POWER PLANT i Results of Inspection Required by IE Bulletin 81-01 CISCUSSION:

US NRC IE Bulletin No. 81-01 required that all mechanical snub-bers installed on safety-related systems at the Diablo Canyon Unit 1 Power Plant be visually examined and tested according to the Bulletin's requirements.

Each snubber was visually examined for damage and manually stroked over its full range in both compression and tension. The proce-dure involved removing either one bracket pin or the transition tube-to-snubber bolting in order to stroke each snubber. Following stroking, the bracket pin was carefully replaced or transition tube-tc-soulber bolting was reinstalled, retorqued and safety wired as applicable. The results of this inspection / stroking are individually documented for each snubber and filed in each snubber's equipment history jacket on file with the Maintenance Department at DCPP.

Table I summarizes all mechanical snubbers inspected. Nineteen reports were written identifying problems with individual snubbers that could not be easily resolved without replacement. Three of the above problems have been resolved without replacement. The remaining sixteen snubbers were repaired or replaced and reinspected.

Table 2 is a summary of the comprehensive report submitted to PGandE by Pacific Scientific Company on the work done on the sixteen snubbers repaired or replaced.
