2.2.1 Personnel at the scene of a vehicular accident shall take immediate action to prevent further injury to affected personnel and apply necessary immediate first aid.
2.2.2 Notify the Control Room and request that the Shift Super-visor contact the station nurse or other qualified medical assistance as required.
2.2.3 If radioactive materials are involved, stop or prevent, if possible, a spill from spreadinr. into the environment and alert pursonnel in the area of the potential hazards.
Notify the Control Room and request that the Shift Super-visor to contact Health Physics for assistance in controlling

3.1.2 If radioactive contamination is involved, notify the Shift Health Physics technician immediately. Also, notify the F
Station Health Physicist or the Duty Health Physics Super-visor.
CASE B - MEDICAL ACCIDENT j (Radiological and/or non-radiological) 2.0 Immediate Action j 2.1 Automatic Action - not applicable 2.2 Manual Action 3
(N ,,) 2.2.1 Personnel at the scene of a medical emergency shall notify the Control Room.
l 2.2.2 Render immediate first aid.
2.2.3 Provide first aid assistance until more qualified medical assistance arrives.
4 3.0 Subsequent Action i 3.1 The Shift Supervisor should alert the station nurse or available first aid personnel.
! 3.2 Provide other assistance as required.
3.3 If radioactive contamination is involved:
3.3.1 Notify the Shift Health Physics Technician 3.3.2 Notify the Station Health Physicist or Duty Health Physics Supervisor.
3.4 If the patient is contaminated, decontaminate if possible, but do not allow decontamination to take precedence over vital medical

a blanket or a sheet and have a Health Physics representative accompany the patient to the hospital to advise hospital personnel in proper contamination control measures and assist in monitoring as required.

3.5 If an ambalance is required, contact the ambulance service of Oconee 7 -k '
- Memorial Hospital and request the switchboard operator to dispatch
's_s') an ambulance to Oconee Nuclear Station. Then request to speak exclusively to the Supervisor of Nursing. Inform the Supervisor of Nursing that: ("This is name at Oconee Nuclear Station and a patient is enroute to the hospital. Health Physics is accompanying the patient.")
3.6 If an ambulance is not needed, the normal Oconee Memorial Hospital phone listing should be used. Advise the hospital of pending ar-rival of a patient and request that a company physician be notified.
Should the patient be contaminated, ask to speak to the Supervisor of Nursing, Inform her that : ("This is name at Oconee Nuclear Station and a patient is enroute to the hospital. Health Physics i.s accompanying tne patient.")
3.7 Determine the emergency action level and notification requirements.
Use AP/0/A/1000/01, Event Index, as a guide.
CASE C - NATURAL DISASTERS 2.0 Immediate Action 2.1 Automatic Action 2.1.1 Not applicable x
_, ) 2.2 Manual Action 2.2.1 Operations during natural disasters are unpredictable and very little advance warning or preparation can be made.
When a tornado, hurricane, or other type of natural disaster is expected to strike in the immediate area, the Shift Supervisor / Emergency Coordinator should:
2.2.1.1 Coordinate information to and from the load dispatcher concerning anything that might affect the station load.
2.2.1.2 Refer to Operations emergency procedures for loss of power if conditions result in a station blackout.
2.2.1.3 Take the unit (s) to hot shutdown using normal operating procedures should any condition exist which would jeopardize the safe operation of a unit.
2.2.1.4 Should conditions result in a total loss of t export load and the main generator is main-l taining plant auxiliary load through the
} auxiliary transformer, continue to operate in s ,,/ this manner until export load can be re-estab-lished as per instructions from the load dis-patcher and when plant conditions allow it.

2.2.1.1 Evacuate the immediate area of the accident taking all precautions to prevent the spread of

r contamination. Heavy traffic of personnel through the area and rapid air circulation can make it difficult to confine contamination.
This shoulc be prevented when possible.
2.2.1.2 Notify the Control Room imnediately.
2.2.1.3 If the radiation monitor system alarm sounds in the Spent Fuel Pool area or the Reactor Building, evacuate imraediately to the Personnel Change Room, Hot Side and notify your supervisor.
3.0 Subsequent Actions -
3.1 Shift Supervisor upon notification that there is a contamination problem should notify Health Physics.
3.2 Health Physics will assess and respond to the emergency following procedures outlined in Sytems Health Physics Manual, Health Physics Procedural Guide, No. II-13, Radiation Accident and Emergency Proce-dures:
3.2.1 Ensure the safety of all personnel concerned.
3.2.2 Evaluate the total radiological situation and inform the b[ \
3.2.3 Shift Supervisor, Effect the decontaminati.n of personnel, areas, and equip-ment as required.
3.2.4 Compile information required for necessary reports and records.
3.3 Shift Supervisor shall determine the emergency action level and notification requirements. Use AP/0/A/1000/01, Event Index, as a guide.
CASE G'- BOMB THREAT 2.0 Immediate Action 2.1 Automatic Action 2.1.1 Not applicable 2.2 Manual Action 2.2.1 Persons receiving a bomb threat by telephone should make an effort to have two or more individuals receive / monitor the call, which will result in two independent accounts of the threatening call. Suggested methods may include:

PROCEDURE FOR ESTABLISHMENT AND INSPECTION OF THE TECHNICAL SUPPORT CENTER 1.0 Purpose
- This procedure provides for the establishment of the Technical Support ,
Center and for quarterly inspection of emergency equipment and supplies necessary to activate the Technical Support Center and specifies the in-spection frequency and documentation requirements.

j 9.1 All emergency supplies, equipment, and telephone numbers that would be used upon activation of the Technical Support Center are to be inspected and/or reviewed on a quarterly basis.
10.0 Data Required 10.1 Not applicable 11.0 Acceptance Criteria 11.1 Periodic quarterly inspection of supplies and emergency equipment and quarterly review of telephone directories must comply with the regulations as specified in the Oconee Nuclear Station Emergency -
Plan and as required by NUREG 0654.
12.0 Procedure 12.1 The Emergency Preparedness Coordinator or his/her designee shall use enclosures listed in 13.0 as a guide to inspect the following emer-gency equipment and supplies:
12.1.1 Verify all items for the Technical Support Center Telephone Communication System on Enclosure 13.2 are available and operational.

) 12.1.2 Verify that the Emergency Telephone Directories are current.
v 12.1.3 Verify that all supplies as designated in Enclosure 13.1 are on hand for the activation of the Technical Support Center.
12.1.4 Verify that all drawings located in the Technical Support Center are up to date. Use 13.6 as a guide. .
12.2 The Emergency Preparedness Coordinator or his/her designee shall use enclosures listed in 13.0 as a guide for setting up the Tech-nical Support Center during an emergency, drill, and/or exercise:
12.2.1 The Emergency Preparedness Coordinator /or the first person to respond to the activation of the Technical Support Center shall be responsible for having the en.ergency telephone sys-tem switched to the Technical Support Center.
12.2.1.1 The phones for the Technical Support Center shall be set up according to the Check-Off List in En-closure 13.2.

DUKE POWER COMPANY OCONEE NUCLEAR STATION PROCEDURE FOR EMERGENCY DECONTAMINATION OF PERSONNEL AND VEHICLES ON SITE AND FROM OFFSITE REMOTE ASSEMBLY AREA.
1.0 Pu rpose To provide a procedure for decontamination of personnel and personal vehicles during a radiological emergency condition from both an onsite and offsite assembly area.
2.0 References 2.1 NUREG 0654, FEMA-REP-1, Rev. 1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Elants.
2.2 Oconee Nuclear Station Emergency Plan 3.0 Limits and Precautions (G) 3.1 If the radiological emergency should occur during normal working
-hours, vehicles would not be used for evacuation purposes should it be determined by the Emergency Coordinator that time to decontaminate cars would affect the safety of station personnel. Bus transportation would be obtained from the Oconee County Bus Transportation Department by the Technical Support Center or the Crisis Management Center.
3.2 Keys to the appropriate school and cabinets should be obtained by Health Physics technicians from the Shift Supervisor.
4.0 Procedure
, 4.1 Onsite-Personnel & Vehicle Decontamination Procedure for Evacuation 4.1.1 Should evacuation become necessary, personnel should exit the station through the Personnel Access Portal.
- 4.1.2 Security guards should assist in maintaining order.
l l 4.1.3 Health Physics technicians shall survey personnel with a l Model E-120 Geiger Counter survey instrument and release at l
< 2 mrem /hr to a designated assembly area remote to the site.

4.1.3.1.1 Complete Enclosure 5.3 Initial 4 Personnel Contamination Form for those persons contaminated to levels
> 2 mrem /hr.
4.1.3.1.2 Enclosure 5.3 shall be retained by the Station Health Physicist for dose assessment information.
4.1.3.2 Rotate use c showers--male at one time interval, i '.e the next time interval, etc.
4.1.4 Dependent upon exit schedule, a hose station should be used to wash down vehicles external contamination to levels of < 2 mrem /hr. Health Physics Technicians should secure hose from hose cabinets and attach hose to fire hydrants at the designated exit point from the station as shown below. The Emergency Coordinator shall make that p) i, determination using meteorological information from the control room together with recommendations from the Station

4.1.4.1 Exit from station - North 130. Administration Building Fire Hydrants.
4.1.4.2 Exit from station - South 183 - Intake road.
CCW Fire Hydrant.
4.1.4.3 Exit from station South 183. 230 kv Switchyard Fire Hydrant.
4.1.5 Health Physics technicians with Model E-120 Geiger Counter instruments shall survey vehicles for release at < 2 mrem /hr.
Health Physics will determine need for protective clothing and breathing protection to be worn by technicians.
4.1.6 Private vendor personnel, dressed in protective clothing (i.e. wet suits and respirators if warranted) will wash down vehicles if required by H.P.
- 4.1.7 Security shall assist at exit areas to maintain order.
