Proposed Change No. 19 to the Tech _nical Specifications for License No.

DPR-6, transmitted by your letter dated December 22, 1969, would permit the irradiation of three plutonium-uranium mixed oxide fuel bundles (designated as "EEI-UO -Pu0 " fuel). The purpose of this irradiation in the Big Rock Point core is ko obtain information about the fuel perform-2 ance. characteristics of mixed oxide fuel with a statistically signifi-cant number of fuel rods.

It is a continuation of the program to dem-onstrate economic and technical feasibility of using plutonium in light water reactors. This program was initiated at Big Rock Point in May 1969 (refer to Change No. 17 to DPR-6 dated April 18, 1969), with the initial irradiation of 32 plutonium. oxide-uranium oxide fuel rods during fuel cycle number 7.

l On the basis of our review of Proposed Change No.19, including supple-mental information transmitted by letters dated January 28,1970, and February 13, 1970, we conclude that the proposed operation presents no significant hazards considerations not described or implicit in the

safety analysis report, and that reasonable assurance has been provided that operation of the reactor with three bundles of the "EEI-UO,,-Pu0 "
