In-accordance with the application dated February 11, 1969 (filed as Proposed Change No. 17) and supplements thereto dated March 17, 18 and 20, 1969, encloced is Amendment-No. 3 to Facility License No. DPR-6.
The amendment authorices Consumers to (1) receive, possess and use 50 fuel r ds in connection with kilograms of plutonium contained in Puo -UO2 2
operation of the Big Rock Point Nuclear Plant and (2) operate the reactor with one or two removable fuel rods containing Pu0 -UO inse--ted -in the 2

3 The Atomic Encr;y Cor.nission ("the Cocnission ') has found that:

The application for license amendment dated Fe*aruary 11, 1969, as supplemented March 17, 1G and 20, 1969, complies with the requirements of the Atomic Energy Act of 1954, as amended, and the Commission.s regulations set forth in Title 10, Chapter 1, CFR; 2.
There is reasonable assurance that (1) the reactor can be operated in accordance with the license, as amended, uithout endangering the health and safety of the public, and (2) such activities will be conducted in compliance with the rules and regulations of the Commission; 3.
The issuance of this a.nendment will not be inimical to the com:aon defense and security or to the health and safety of the pu'alic; and 4.
Prior publ : notice of proposed issuance of this amendment is not required since the amendment does not involve sign *.~-
icant hazard considerations different from those previously evaluated.
Facility License No. DPR-6, as amended, issued to Consumers Power Cocpany for operation of its Big Rock Point Nuclear Plant ("the reactor") located in Charlevoix County, Michigan, is hereby further nuended by:

UNITED STATES ATOMIC ENERGY COMMISSION DOCKET No. 50-155 CONSLMERS POWER COMPANY NOTICE OF ISSUANCE OF FACILITY LICENSE AMENDMENT The Commission has issued Amendment No. 3, as set forth below, to Facility License No. DPR-6.
The license authorizes Consumers Power Company of Jackson, Michigan, to possess and cperate its Big Rock Point Nuclear Plant ("the reactor") located in Charlevoix County, Michigan.
The amendment, effective as of the date.of issuance, c nds the license to (1) authorize the receipt, possession and use of 50 kilograms of fuel rods, and (2) incorporate Change-plutonium contained in Pu0 -UO2 2
No. 17 to the Technical Specifications which permits operation of the reactor with fuel rods containing oxides of plutonium and uranium inserted in the Reload "E" or "E-G" fuel bundles. This amendment-is in accordance with Consumers Power Company's application for license amendment dated February 11, 1969, as supplemented March 17, 18 and 20, 1969.
Within fifteen (15) days from the date of publication of this notice in the Federal Pagister, the applicant may file a request for a hearing, and any person whose interest may be affected by the issuance of thi's license amendment may fil2 a petition for leave to intervene, d>.4 % v 2L 9 5 ? 20 5 W o

.... ~ Requests for a hearing and petitions to intervene shall be filed in accordance with the Commission's " Rules of Practice",10 CFR.Part 2.
