APPENDIX A NOTICE OF VIOLATION Boston Edison Company Docket No. 50-293 Pilgrim Nuclear Power Station License No. DPR-35 Based on the results of an NRC inspection conducted on March 10-13, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),
the following violation was identified:
Technical Specification 6.9.C.2.b, " Anomalous measurement report",
states, in part, "If radioactivity in an indicator medium from an off-site locatic,is found and confirmed at a level exceeding ten times the control station value, a written report shall be submitted"..
. within 10 days after confirmation." Confirmatory analyses are to be completed within 30 days of the receipt of the anomalous measurement.
Contrary to the above, as of the dates of inspection, no written report was submitted to the NRC concerning milk sampled on January 28, 1900 at Plimouth Plantation, in which the Sr-90 level was in excess of ten times that of the control station (Whitman farm), sampled on January 24, 1980.
This is a Severity Level VI violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Boston Edision Company is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achievep. Under the authority of Section 182 of the Atomic Energy Act of 1954, a /amende thi res onse shall be submitted under oath of affirmation.
