Dear Mr. Eisenhut:
Northern Indiana Public Service Company's (NIPSCO) Bailly Gen-erating Station Nuclear 1 (BGSN-1) is still in the very early stages of construction. Because of the delay in the completion of the NRC review of the BGSN-1 pile foundation, and the pending hearing regarding NIPSCO's request to extend the BGSN-1 construction permit, construction and engineering of BGSN-1 were halted and have not yet resumed. We will respond to the implementation of NUREG-0313, Rev.1, as soon as practicable following resumption of engineering and construction of BGSN-1, or by July 1,1983.
NIPSCO is a member of an Intergranular Stress Corrosion Cracking (IGSCC) Owner's Group which is working to resolve the staff concerns regarding IGSCC.
